SUMMARY
The Federal Bureau of Investigation (FBI) and the Department of Homeland Security (DHS) are issuing this notification to advise of an ongoing issue of potential public safety concern consequent to the Hamas attacks in Israel. The FBI and DHS are actively monitoring the situation in Israel and any implications these horrific terrorist attacks pose to the domestic threat environment. As with any potential threats to the United States, we will coordinate with our partners to ensure they have the resources and information necessary to keep our communities safe.
THREAT
While we continue to collect and analyze intelligence from a variety of sources, we do not currently have specific intelligence reflecting additional attack planning against the United States stemming from the HAMAS attacks in Israel which began on October 7, 2023. However, foreign terrorist organizations and their supporters remain committed to attacking the United States within and beyond our borders. In recent years, there have been several events and incidents in the United States that were purportedly motivated, at least in part, by the conflict between Israel and HAMAS. These have included the targeting of individuals, houses of worship, and institutions associated with the Jewish and Muslim faiths with acts of physical assault, vandalism, or harassment.
Anti-Semitism permeates many violent extremist ideologies and serves as a primary driver for attacks by a diverse set of violent extremists who pose a persistent threat to Jewish communities and institutions in the United States and abroad. Foreign terrorist organizations have exploited previous conflicts between Israel and HAMAS via media outlets and online communications to call on their supporters located in the United States to conduct attacks. Some violent extremists have used times of heightened tensions to incite violence against religious minorities, targeting both Jewish and Muslim Americans.

In partnership with cross-sector, public-safety organizations, Titan Security is helping inform the public of a planned FEMA and FCC Plan Nationwide Emergency Alert Test scheduled for 1:20 p.m. CT on Wednesday, October 4.
From Chicago’s Office of Emergency Management and Communications:
The national test will consist of two portions, testing WEA and EAS capabilities. Both tests are scheduled to begin at approximately 1:20 CT/2:20 p.m. ET on Wednesday, October 4, 2023.
The WEA portion of the test will be directed to all consumer cell phones and will be the third nationwide test, but the second test to all cellular devices. The test message will display in either English or Spanish, depending on the language settings of the wireless handset. The EAS portion of the test will be sent to radios and televisions. This will be the seventh nationwide EAS test.
FEMA and the FCC are coordinating with EAS participants, wireless providers, emergency managers and other stakeholders in preparation for this national test to minimize confusion and to maximize the public safety value of the test.
The purpose of the October 4 test is to ensure that the systems continue to be effective means of warning the public about emergencies, particularly those on the national level. In case the October 4 test is postponed due to widespread severe weather or other significant events, the backup testing date is October 11.
The WEA portion of the test will be initiated using FEMA’s Integrated Public Alert and Warning System (IPAWS), a centralized internet-based system administered by FEMA that enables authorities to send authenticated emergency messages to the public through multiple communications networks. The WEA test will be administered via a code sent to cell phones.
This year the EAS message will be disseminated as a Common Alerting Protocol (CAP) message via the Integrated Public Alert and Warning System-Open Platform for Emergency Networks (IPAWS-OPEN).
All wireless phones should receive the message only once. The following can be expected from the nationwide WEA test:
- Beginning at approximately 2:20 p.m. ET, cell towers will broadcast the test for approximately 30 minutes. During this time, WEA-compatible wireless phones that are switched on, within range of an active cell tower, and whose wireless provider participates in WEA, should be capable of receiving the test message.
- For consumers, the message that appears on their phones will read: “THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed.”
- Phones with the main menu set to Spanish will display: “ESTA ES UNA PRUEBA del Sistema Nacional de Alerta de Emergencia. No se necesita acción.”
WEA alerts are created and sent by authorized federal, state, local, tribal and territorial government agencies through IPAWS to participating wireless providers, which deliver the alerts to compatible handsets in geo-targeted areas. IPAWS helps ensure that these alerts are accessible to the entire public, including people with disabilities, with the alerts being accompanied by a unique tone and vibration.
Important information about the EAS test:
- The EAS portion of the test is scheduled to last approximately one minute and will be conducted with the participation of radio and television broadcasters, cable systems, satellite radio and television providers and wireline video providers.
- The test message will be similar to the regular monthly EAS test messages with which the public is familiar. It will state: “This is a nationwide test of the Emergency Alert System, issued by the Federal Emergency Management Agency, covering the United States from 14:20 to 14:50 hours ET. This is only a test. No action is required by the public.

The following information includes road closures and safety information, along with primary entrances, peak traffic times, and additional precautions being taken by public sector departments.
Anticipated Protests and Special Events
From the Milwaukee Fusion Center (STAC):
STAC is aware of at least 3 planned 1st amendment protected event(s) occurring around the time of the GOP Debate within the Downtown Milwaukee area. Currently, there is no specific information available on the attendance for either event. However, each of these events have the potential capability of delaying and/or impeding emergency service vehicle/personnel response and/or access to certain parts of the Downtown Milwaukee area. These events are likely to occur the evening prior to the debate, the evening of the debate, and/or the evening after the debate.
Additional Information:
Multiple groups have indicated an intent to demonstrate. It is confirmed that union groups will be meeting just east of the river at Red Arrow Park and march to the debate site at the Fiserv Forum (1111 Vel R. Phillips). Pro-Trump/pro-Republican groups are expected to be demonstrating closer to the venue as well.

Acquisition expands Titan’s service footprint to 14 states

In coordination with our cross-sector life safety partners, including several organizations and senior officials across Illinois and Wisconsin, Titan Security is currently monitoring demonstration activity in or near the Chicago Loop and Milwaukee area in response of the Supreme Court’s decision to overturn Roe vs Wade.
Law enforcement and emergency management leaders anticipate large-scale protests may take place as a result. While potentially disruptive, these events are anticipated to be largely peaceful. There is a much higher concern for actions by violent lone actors – references were made to previous clinic bombings and potential vehicle rammings.
As information surrounding any demonstrations related to the Supreme Court’s decision becomes available, it will be posted on the Titan News and Resources hub.

If you are attending any rallies in response to the pending Supreme Court opinion, take steps to prepare and protect yourself and help others in the event of a mass attack.
Types of Mass Attacks
- Individuals using firearms to cause mass casualties (active shooter).
- Individuals using a vehicle to cause mass casualties.
- Individuals using homemade bombs to cause mass casualties.
- Other methods used in mass attacks may include knives, fires, drones or other weapons.
Prepare BEFORE
- Stay alert. Always be aware of your environment and any possible dangers.
- If you see something, say something to local authorities. That includes suspicious packages, people behaving strangely or someone using strange communications.
- Observe warning signs. Signs might include unusual or violent communications, substance abuse, expressed anger or intent to cause harm. These warning signs may increase over time.
- Have an exit plan. Identify exits and areas to hide wherever you go, including work, school and special events.
- Learn lifesaving skills. Take trainings such as You Are the Help Until Help Arrives and first aid to assist the wounded before help arrives.
Survive DURING: Run, Hide, Fight
Run to Safety
- Seek safety. Getting away from the attacker is the top priority.
- Leave your belongings behind and get away.
- Call 9-1-1 when you are safe and describe the attacker, location and weapons.
Cover and Hide
- Cover and hide if you can’t evacuate. Find a place to hide out of view of the attacker and put a solid barrier between yourself and the threat if possible.
- Lock and block doors, close blinds and turn off lights.
- Keep silent.
Defend, Disrupt, Fight
- Fight only as a last resort. When you can’t run or cover, attempt to disrupt the attack or disable the attacker.
- Be aggressive and commit to your actions.
- Recruit others to ambush the attacker with makeshift weapons such as chairs, fire extinguishers, scissors, books, etc.
- Be prepared to cause severe or lethal injury to the attacker.
Help the Wounded
- Take care of yourself first and then, if you are able, help the wounded get to safety and provide immediate care. Call 9-1-1 when it is safe for you to do so.
Be Safe AFTER
When Law Enforcement Arrives
- Remain calm and follow instructions.
- Keep hands visible and empty.
- Report to designated areas to provide information and get help.
- Follow law enforcement’s instructions and evacuate in the direction they tell you to go. Listen to law enforcement for information about the situation. Share updates as you can with family and friends.

Coordinating with our cross-sector partners in public safety, Titan Security is sharing a new mask advisory posted by the Milwaukee Health Department in response to increased transmission of COVID-19 in the Milwaukee County area.

The disease burden in the City of Milwaukee this week increased to 270.9 new positive COVID-19 cases per 100,000 people over seven days and remains in the “extreme transmission” category. The percentage of positive COVID-19 test results is 13.3% and moved into the “extreme transmission” category. Additionally, based on U.S. Centers for Disease Control and Prevention (CDC) guidelines, Milwaukee County moved into the High COVID-19 Community Level.
Currently, 64.6% of city of Milwaukee adults 16 years and older are fully vaccinated, and 48.6 % of fully vaccinated individuals have received a booster dose. Of children ages 5 to 11, 20% have completed their pediatric COVID-19 vaccine series and 24.3% have received at least one dose.
The Milwaukee Health Department issued a mask advisory today, in response to the increase in CDC COVID-19 Community Level. In accordance with the CDC’s recommendations, all individuals two years and older, regardless of vaccination status or past COVID-19 infection, should wear a mask at all times when indoors and in a public setting. Higher-quality masks, such as KN95 masks and N95 respirators, are recommended for an additional layer of protection.
Following the authorization by the U.S. Food and Drug Administration earlier this week, the CDC approved a recommendation for children ages 5 to 11 to receive a booster dose of the Pfizer COVID-19 vaccine, at least five months after completing the primary series. Pending the final step of the approval process by the CDC, the Milwaukee Health Department anticipates administration of these booster doses will begin early next week.
