President Biden will be in the area of Michigan and Oak and former President Bush will be in the area of Michigan and Wacker.  Both will have motorcade details and traffic will be intermittently impacted in the Downtown area from early afternoon through the evening.

In cooperation with our cross-sector safety partners, Titan Security is monitoring the events around the City of Chicago’s 2024 St. Patrick’s Day Parade and River Dyeing, set to be held on Saturday, March 16. The following activities around the celebration are listed below along with additional festivities to be held on Sunday, March 17.

Road Closures

Expect street closures as early as 8 a.m. including Columbus Drive from Roosevelt Road to Wacker Drive and east/west streets in those boundaries. Streets within the boundary of Monroe Street between Michigan Avenue and DuSable Lake Shore Drive will be closed. DuSable Lake Shore Drive or State Street can be used as an alternate route. River Dyeing

The Chicago River will be dyed green beginning at 10 a.m. just west of the Columbus bridge to the east of Orleans before Wolf Point. During the dyeing of the river, bridges will be closed to spectators, however, the Columbus, LaSalle and Orleans bridges will remain open for vehicular/pedestrian traffic. The Chicago Riverwalk will be closed from 11 p.m. on Friday, March 15, through the day on Saturday, March 16 until 6 a.m. on Sunday, March 17. The river dyeing can be viewed along the river from Upper Wacker Drive.

St. Patrick’s Day Parade

Chicago’s St. Patrick’s Day Parade will step off at 12:15 p.m. at Balbo and Columbus Drive proceeding north to Monroe Street.

Parade organizers and the city will be postured accordingly to ensure public safety to promote a family-friendly environment. Entry to the parade route along Columbus begins at 11 a.m. and will only be permitted at Jackson and Ida B. Wells Drive (formerly Congress Drive) and all entry points will have security checkpoints where all purses and bags will be checked. Coolers, alcoholic beverages, camelbacks, or personal water bottles will not be permitted along the parade route.

Grant Park and Lakefront Poles Markers/Location Identifiers: For public safety on the lakefront, residents and visitors are reminded to be aware of the numbers attached to the light poles throughout the Grant Park area and along the lakefront. The green signs with white letters and numbers are also located from 5700 N. DuSable Lake Shore Drive to 6600 S. DuSable Lake Shore Drive, and on the lakefront from Oak Street to Fullerton and Montrose to Foster Avenue to help residents reference their location within the park to friends, family and first responders if there is an emergency and you call 9-1-1.

Millennium Park Closures
The following areas of the Park will be closed to the public until 4:30 p.m. on Saturday, March 16:

The Millennium Hall Restaurant will open for business at 10:00 a.m. with tickets/reservations being required to enter.

Maggie Daley Park Closures
Partial closure of the park will start at 8:00 am and park will reopen at 3:00 pm or at the discretion of Chicago Police Department. 

Iron barricades and mesh fencing will be utilized to restrict access to closed areas in the park. After the River Dyeing, the families with children will have access to the parade and playground areas by walking southbound on the west side of the park. 

There will be restricted access to the playground. Children ages 12 and under, will be allowed into the playground at either the east or west entrances only with their parents or guardian. 

Chicago Riverwalk Closures
The Chicago Riverwalk will be closed from 11 p.m. on Friday, March 15, through the day on Saturday, March 16 until 6 p.m. The river dyeing can be viewed along the river from Upper Wacker Drive.

Shammrock’n the Block Party

Old St. Patrick’s Catholic Church located at 700 W Adams Street in Chicago will be holding their annual St. Patrick’s Day party on Saturday, March 16 from 11:00 a.m. – 4:15 p.m. at Amazing Space located at 625 W. Adams.

Archer Avenue St. Patrick’s Day Parade, Saturday, March 16

The Archer Avenue parade steps off at noon at Archer Avenue and South Oak Park and proceeds south from Oak Park to Archer Avenue; east on Archer to Narragansett; south on Narragansett to 5600 S. Narragansett. The parade is expected to conclude at 2 p.m.

South Side Irish Parade – Sunday, March 17

The South Side Irish Parade steps off at noon at 103rd and Western Avenue, marching south to 115th and Western Avenue. Parking restrictions in the area begin at 8 a.m. and will remain until 3:30 p.m. on Sunday, but anyone parking in the area that day should read signage before parking. Expect parking restrictions on both sides of the street from 103rd to 112th Streets along Western Avenue. The staging area is located on Western Avenue from 99th to 103rd Streets and Bell to Maplewood Avenues. Street closures along the parade route as well as the staging area may begin as early as 8 a.m. The parade is expected to end at 3 p.m., the disbanding area is located on Western Avenue from 115th to 119th Streets. Northwest Side Irish Parade – Sunday, March 17

The parade steps off at noon at Onahan School, at 6634 W. Raven St. proceeding south on Neola Avenue to Northwest Highway and north to Harlem Avenue in the Norwood Park neighborhood. Northwest Highway will be closed to vehicles at 9 a.m. Parking restrictions are in effect along the route beginning at 5 a.m. Both sides of the street on Neola, Raven, Northwest Highway, Normandy Avenue, Imlay, Neva, Palatine and Natoma along the route will be affected. Safety Tips Near Events

Motorists in the areas where events are happening should be prepared for increased traffic and possible reroutes. Street closures will be in effect for larger events to ensure public safety. Traffic Control Aides (TCAs) will be on hand at events citywide to direct flow and impacts from traffic. Public transportation is encouraged. SUMMARY

The Federal Bureau of Investigation (FBI) and the Department of Homeland Security (DHS) are issuing this notification to advise of an ongoing issue of potential public safety concern consequent to the Hamas attacks in Israel. The FBI and DHS are actively monitoring the situation in Israel and any implications these horrific terrorist attacks pose to the domestic threat environment. As with any potential threats to the United States, we will coordinate with our partners to ensure they have the resources and information necessary to keep our communities safe.

THREAT

While we continue to collect and analyze intelligence from a variety of sources, we do not currently have specific intelligence reflecting additional attack planning against the United States stemming from the HAMAS attacks in Israel which began on October 7, 2023. However, foreign terrorist organizations and their supporters remain committed to attacking the United States within and beyond our borders. In recent years, there have been several events and incidents in the United States that were purportedly motivated, at least in part, by the conflict between Israel and HAMAS. These have included the targeting of individuals, houses of worship, and institutions associated with the Jewish and Muslim faiths with acts of physical assault, vandalism, or harassment.

Anti-Semitism permeates many violent extremist ideologies and serves as a primary driver for attacks by a diverse set of violent extremists who pose a persistent threat to Jewish communities and institutions in the United States and abroad. Foreign terrorist organizations have exploited previous conflicts between Israel and HAMAS via media outlets and online communications to call on their supporters located in the United States to conduct attacks. Some violent extremists have used times of heightened tensions to incite violence against religious minorities, targeting both Jewish and Muslim Americans.

Streets throughout the downtown Chicago area will be closed beginning Thursday, October 5. Closures for the Chicago Marathon will conclude at 3:00 p.m. on Monday, October 9. These closures will impact high traffic areas including Lake Shore Drive, Wacker Drive, Michigan Avenue and the area around Millennium Park and Grant Park.

FROM CHICAGO OEMC:

City of Chicago officials and Bank of America Chicago Marathon organizers are reminding the public in advance of Marathon weekend that street closures will begin on Wednesday, October 4. 

Traffic Impacts/Street Closures 

With street closures prior to and during the race, those traveling throughout downtown, and the various neighborhoods should allow extra time, expect delays, or consider alternate routes–such as the expressway system–to avoid the impacts of the marathon on Sunday, October 8 along with the Abbott Chicago 5K on Saturday, October 7.

Note: All streets will be fully reopened by Monday, October 9 at 6:00 a.m.

Race day street closures along the route will begin at approximately 7 a.m. on Sunday, October 8 and are anticipated to be reopened by 4:30 p.m. or when it is deemed safe to do so.

Abbott Chicago 5K Street Closures on Saturday, October 7 

Motorists and residents can also expect street closures for the Abbott Chicago 5K. For race details, visit Chicago5K.com. The following streets will be closed to traffic between the hours of 7 a.m. and 9 a.m. on October 8.

Parking and Race Day Routes

Beginning early Sunday morning, parking restrictions will be in effect along the course. For public safety and traffic flow, the towing of vehicles along the route and other posted “No Parking Zones” will be strictly enforced. Motorists are encouraged to read signage before parking and should call 3-1-1 to locate a towed vehicle.

Public Transportation 

As always, public transportation is encouraged if heading to the Marathon or other destinations in the impacted areas. For specific schedule information, visit Metra.com. The City has worked with licensed Transportation Network Providers (TNP rideshare services) to ensure that pick-up and drop-off locations are available throughout the city, in geo-fenced areas that are a safe distance off the route. 

Emergency, Traffic and Weather Notifications 

OEMC will continue to monitor the event in collaboration with public safety partners and the Chicago Police Department will enforce race day restrictions along the route as well as facilitate traffic. OEMC will issue any alerts and notifications needed to keep residents and attendees up to date on street closures, weather conditions and emergencies.  Sign up for NotifyChicago alerts at NotifyChicago.org. In partnership with cross-sector, public-safety organizations, Titan Security is helping inform the public of a planned FEMA and FCC Plan Nationwide Emergency Alert Test scheduled for 1:20 p.m. CT on Wednesday, October 4.

From Chicago’s Office of Emergency Management and Communications:

The national test will consist of two portions, testing WEA and EAS capabilities. Both tests are scheduled to begin at approximately 1:20 CT/2:20 p.m. ET on Wednesday, October 4, 2023.  

The WEA portion of the test will be directed to all consumer cell phones and will be the third nationwide test, but the second test to all cellular devices. The test message will display in either English or Spanish, depending on the language settings of the wireless handset. The EAS portion of the test will be sent to radios and televisions. This will be the seventh nationwide EAS test.  

FEMA and the FCC are coordinating with EAS participants, wireless providers, emergency managers and other stakeholders in preparation for this national test to minimize confusion and to maximize the public safety value of the test.  

The purpose of the October 4 test is to ensure that the systems continue to be effective means of warning the public about emergencies, particularly those on the national level. In case the October 4 test is postponed due to widespread severe weather or other significant events, the backup testing date is October 11.   

The WEA portion of the test will be initiated using FEMA’s Integrated Public Alert and Warning System (IPAWS), a centralized internet-based system administered by FEMA that enables authorities to send authenticated emergency messages to the public through multiple communications networks. The WEA test will be administered via a code sent to cell phones.   

This year the EAS message will be disseminated as a Common Alerting Protocol (CAP) message via the Integrated Public Alert and Warning System-Open Platform for Emergency Networks (IPAWS-OPEN).  

All wireless phones should receive the message only once. The following can be expected from the nationwide WEA test:  

WEA alerts are created and sent by authorized federal, state, local, tribal and territorial government agencies through IPAWS to participating wireless providers, which deliver the alerts to compatible handsets in geo-targeted areas. IPAWS helps ensure that these alerts are accessible to the entire public, including people with disabilities, with the alerts being accompanied by a unique tone and vibration.

UPDATE FROM THE OFFICE OF EMERGENCY MANAGEMENT AND COMMUNICATIONS – FRIDAY, SEPTEMBER 15 AT 8:30PM CT:

The Central Business District is closed to incoming vehicular traffic within the boundary from ​Division to 18th Street and from DuSable Lake Shore Drive to Halsted Street for public safety reasons due to large car caravans. Plan accordingly and allow extra time if traveling in the area.

Residents who live or work in the affected area and all critical care workers will be allowed access at one of the access points below.

Mexican Independence Day is a day of commemoration of culture and the City of Chicago encourages those celebrating to do so safely and responsibly. We remind those participating in events to be respectful of their neighbors and communities, as well as workers at critical facilities such as hospitals. They should also be mindful of first responders and emergency vehicles that are required to pass through areas where celebrations are occurring citywide. The City is taking the appropriate measures to ensure the safety of all residents around Mexican Independence Day commemoration activities.

The Chicago Police Department (CPD) and the Chicago Office of Emergency Management and Communications (OEMC) has been preparing for the upcoming Mexican Independence Day celebrations. In addition to regular meetings to coordinate resources, CPD and OEMC will be working throughout the weekend to manage traffic and public safety and OEMC will activate the Emergency Operations Center to monitor events citywide. Car caravans that create a threat to public safety will not be tolerated. We also remind everyone that drag racing and drifting are not only illegal, but dangerous. Anyone in violation of the ordinance will be held accountable.

Precautions to Take

The Office of Emergency Management and Communications (OEMC) reminds private sector firms to ensure their street-facing cameras are in good working order and recording is enabled.

The OEMC Operations Center will be monitoring accordingly. However, because situations develop and change rapidly, additional attention to monitoring news media and other sources for rapidly developing events and updates would be prudent.

OEMC issues alerts and notifications needed to keep residents and attendees up to date on weather conditions and emergencies.

For safety and preparedness at your fingertips, residents and festival goers are encouraged to download the Chicago OEMC App. The public safety tool provides safety information, preparedness tips, emergency alerts, weather information and more in the palm of your hand. Users will also have access to current forecasts, radar, and other weather-related information as well. In cooperation with our cross-sector safety partners, Titan Security is monitoring the events around the 2023 Lollapalooza Music Festival, set to be held Thursday, August 3 through Sunday, August 6. The following information includes Lollapalooza 2023 road closures and safety information, along with primary entrances, peak traffic times, and additional precautions being taken by public sector departments. The highly anticipated festival is expected to draw hundreds of thousands to Chicago’s lakefront for the four-day event featuring over 170+ performances on eight stages. 

From Chicago’s Office of Emergency Management and Communications:

Street Closures In Place: Traffic control aides will be deployed to facilitate traffic around the area, motorists are encouraged to seek alternate routes. The following closures are in effect: 

ADA Drop–Off: ADA drop-off is located at the eastbound curb lane of Monroe just east of Michigan Avenue. 

Public Transportation: As for any large–scale event, public transportation is encouraged and both CTA and Metra are providing additional service for the event. Note: For more information, visit CTA at TransitChicago.com and Metra.com. 

Rideshares, Taxi Cabs, Car Services and Pedicabs: Geofencing boundaries will be in effect for the safety of pedestrians and motorists: DuSable Lake Shore Drive to State Street and Wacker Drive to 14th Street. For those traveling to and from the event by rideshare, taxi or car service the below will be in effect each day from August 3–August 6, 10am–11:30pm.  

Entry Procedures

Festival entrances: Concertgoers can enter Grant Park at the main entrance at Michigan Avenue and Ida B. Wells Drive, or at the north entrance at Columbus and Monroe Street. 

SAFETY AND SECUIRITY MEASURES

Security Screening and Enforcement: Each year, security measures are refined and implemented for the event’s layered security plan in addition to an enhanced security and law enforcement presence inside and outside the festival. Prior to entry fans are subject to a full and complete airport-style search to the festival grounds, event security will be searching all bags, administering magnetometer screening and conducting pat-downs. As always, underage drinking is not allowed, and the ordinance will be strictly enforced.  

Bag Search: ALL bags will be searched before entry. CLEAR bags made up of clear plastic, vinyl, or pvc, and no larger than 12″ x 6″ x 12″ ONLY. Small clutch purses and fanny packs with no more than 1 pocket and no larger than 6” x 9“. Backpacks, and bags with multiple pockets are prohibited.  

Prohibited Items: No liquids will be allowed into the event. However, patrons can drink water while in line if the container is empty prior to going through security screening. Containers and hydration packs are allowed into the event but must be emptied of all liquid and have no more than two pockets in addition to the one holding the water reservoir. Free water will be provided at numerous Hydration Stations inside the venue. 

Pole Marker Locations: For public safety, attendees are reminded to be aware of the numbers attached to the light poles throughout the Grant Park area to help them reference their location within the park to friends, family and first responders if there is an emergency and you call 9-1-1. The green and white pole markers are established within the boundaries of Roosevelt Rd. to Randolph St., DuSable Lake Shore Drive (DLSD) to Michigan Avenue, Ida B Wells Dr to Michigan Ave to Columbus Dr, Jackson St to Michigan Ave, Monroe St to Columbus Dr, and from 2400 DLSD to 6600 DLSD. 

Lockers + Lost and Found: Lockers are available for rent inside the festival. If you lose something at the festival, check with the main Guest Services booth at Columbus and Ida B. Wells Drive or visit Lollapalooza’s virtual lost and found at Lollapalooza.com/LostandFound. Visit a Guest Services booth for all event related questions while on–site. Do not leave items unattended and be mindful of your belongings at all times.  

Medical Safety Resources: There will be 6 medical tents located throughout the festival staffed by top level medical professionals, paramedics and EMTs. The organizers are again complementing the emergency medical resources available at the event with student Safety Team members. The EMT and medical students serving as the Safety Team will be outfitted in blue vests and will be located throughout Grant Park to seek out patrons who may be in need and help expedite connection with the mobile medic teams so that they get to patients quicker. 

SAFEFEST

NEW – Lollapalooza has added SAFEFEST, a team of friendly guides in bright yellow shirts to provide information. Whether you have questions, need help finding a medical or security location, or directional help leaving the park, this team is here to be your helpful resource. 

This Must Be the Place: Lollapalooza organizers continually update safety and security protocols, which includes education and preventative measures to keep people safe. With this in mind, Lollapalooza is partnering with This Must Be The Place, an overdose prevention nonprofit, who will educate music fans about the dangers of fentanyl and supply them with the life-saving opioid reversal medicine, naloxone, commonly known as Narcan. We encourage fans to stop by their booth at the festival and learn more. 

Weather Conditions: Attendees are encouraged to check conditions before heading out.  Cooling buses and water stations are available throughout the event and fans are encouraged to bring empty water bottles to the event and utilize the free water refilling stations around the park to avoid dehydration. The event encourages patrons to download the festival app to receive communications regarding the festival, weather, and other information. 

Weather Shelters: Attendees should be aware of the emergency evacuation shelter sites located in the Grant Park North, Grant Park South and Millennium Lakeside Garages. The evacuation shelter sites can be accessed through the vehicle entrance on Michigan Avenue. Signage is posted to direct people to designated extreme weather shelters for extreme conditions such as lightning, tornadoes, hailstorms, or other weather events. In the event of a weather evacuation, all attendees should follow the instructions of public safety officials. Shelter locations will be opened only in cases of extreme weather to ensure the safety of event patrons.
