- Samir Mayekar (Mayor’s Office) provided a welcome and introductions for the speakers on the call
- John O’Malley (Mayor’s Office) provided a recap of the previous weekend’s incidents within Loop. The city is monitoring teen “Trend” events and is asking high-rise buildings to monitor perimeter and public ways
- Department of Finance ticketed, booted, or towed over 300 cars last weekend
- Jill Stevens (CPD) provided overview of Central Command Group for CPD
- Additional staffing around Millennium Park on Saturday
- Additional staffing surged into CCG following Sunday shooting
- Tactical unit start times shifted slightly later to address early a.m. issues
- Mayekar noted the city is deploying customer service and security-oriented street ambassadors along commercial corridors
- Cinco de Mayo may include some car caravans traveling into the Loop, before or during 05/05. These caravans may organize near Montrose Harbor then travel south
- Memorial Day weekend events are being reviewed; unofficial kickoff of summer event season
- Current Memorial Day weekend events being monitored: Approximately 40,000 in Grant Park for Latino music festival, 2 sold-out Coldplay shows at Soldier Field, Cubs-White Sox series at Guaranteed Rate Field

- Meeting was held via Microsoft Teams with approximately 40 attendees

- A summary of Chicago Public-Private Task Force (CPPTF) subcommittees and projects was provided by Steve Caluris from ChicagoFIRST
- An overview of “go bag” status was provided by the Committee chair and vice-chair; draft list of best practices to members by next month
- Public-sector agency reports included:
- Chicago Police Department, District 1 – St. Pat’s weekend completed with no major incidents; Shamrock Shuffle on 03/20; reduced number of protests; crime is still escalated year-to-date; gun arrests are up in district
- Chicago Police Department, District 18 – St. Pat’s weekend events; Former presidents Clinton and Bush in town on 03/15; pro-Ukrainian vehicle caravans ongoing; CTA/CPD transit unit staffing increasing
- Chicago Police Department, Area 3 – detectives working multiple crime patterns; arrest made on bar break-ins in River North; new community alert on restaurant break-ins in Loop; auto theft still an issue, including many cars left running
- Chicago Fire Department – Loop Operations not fully briefed on pending Shamrock Shuffle; highrise drill format under review with COVID restrictions lifting
- Metra – ridership up to approximately 1/3 of pre-COVID levels; train frequency increasing in April
- Next Committee meeting will be in “hybrid” format; 04/19 at 9:00am at 425 S Financial Place, or via live videolink; details to follow

The following streets will be closed to traffic between the hours of 8:00 a.m. and 11:15 a.m. as runners pass through the area:

- Grand Ave. from Columbus Dr. to State St.
- State St. from Grand Ave. to Wacker Dr.
- Wacker Dr. from State St. to Washington Blvd.
- Washington Blvd. from Wacker Dr. to State St.
- State St. from Washington Blvd. to Jackson Blvd.
- Jackson Blvd. from State St. to Franklin St.
- Franklin St. from Jackson Blvd. to Harrison St.
- Harrison St. from Franklin St. to Michigan Ave.
- Michigan Ave. from Harrison St. to Roosevelt Rd.
- Roosevelt Rd. from Michigan Ave. to Columbus Dr.
Parking on these streets will not be allowed starting at 6:00 a.m. on Sunday March 20. There will be limited vehicle access through Grant Park for the duration of the event, from 6:00 a.m. on Saturday, March 19, to approximately 3 p.m., on Sunday, March 20. The street closures will follow a “rolling pattern” so that as the last participant passes, the street will reopen and traffic will return to normal as quickly as possible. Please make adjustments to your schedule to avoid any inconvenience.

Upcoming Activities
- Saturday, March 12 at 12:30pm, 700 S Columbus to 100 S Columbus, Group will gather/march for their event “2022 Chicago St. Patrick’s Day Parade” *
- Sunday, March 13 at 1:30pm, N Chicago and W Oakley (Ukrainian Catholic Church), Group will gather for their cause “Rally for Ukraine” **
- Wednesday, March 23 at 9:30am, 42 W Madison (CPS Headquarters), Group will gather for their cause “Keep our School Community Safe! Demand CPS Keep its Required Mask Agreement with CTU”
- Thursday, March 24 2022 at 1:00pm, 50 W Washington (Daley Center), Group will gather for their cause “Greek Independence Day Flag Raising Ceremony 2022”
- Wednesday, March 30 at 3:00pm, 233 S Wacker (Willis Tower), Group will gather/rally for their cause “Good Airports Rally”
- Saturday, April 2, 12:00pm, 230 S Dearborn (Federal Plaza), Group will gather for their cause “Justice for Adam Toledo” ***
Notes/Analysis
* = The St. Patrick’s Day parade will be preceded by the dyeing of the Chicago River at approximately 9:30am, this year extending slightly west to Wolf Point
** = Multiple pro-Ukrainian demonstrations have been taking place on short notice in or near the Loop, including pedestrian marches and car caravans
*** = March 29 is the one-year anniversary of the death of Adam Toledo; spontaneous protests or demonstrations likely in addition to the listed event
Safety Tips Near/During Protests
- If you see something suspicious, report it
- Carry water and stay hydrated
- Choose a landmark to meet at in case you are separated from your group
- Utilize the buddy system
- Remain alert and be observant of surroundings
- Leave any valuables at home
- Do not jump any barricades
- Secure handbags and wallets
- Stay calm and pleasant
- Follow your own instincts
- Leave yourself room to move quickly

Titan Security was pleased to attend the monthly meeting of the Chicago Public-Private Task Force (CPPTF) on the morning of Thursday, March 10, helping to represent the cultural properties and commercial high-rise sectors. The group, co-chaired by the Office of Emergency Management and Communications and ChicagoFIRST, brings together organizations and associations from the private, public, and nonprofit sectors to address common concerns.
- Presented via Microsoft Teams with approximately 20 attendees, and hosted by Steve Caluris (ChicagoFIRST) and Anna Statham (OEMC)
- Public agencies in attendance included: Department of Buildings, Chicago Department of Public Health (CDPH), Chicago Police Department 1st District (CPD1), Chicago Police Department 12th District (CPD12), CPIC fusion center, Chicago Transit Authority (CTA), Department of Homeland Security/Cybersecurity and Infrastructure Security Agency (DHS/CISA), Federal Executive Board (FEB), Office of Emergency Management and Communication (OEMC)
- DHS/CISA: DHS and FBI making outreach to retail and wholesale outlets for explosive percussors
- CPD1: overall criminal activity remains elevated; arrests are also up; vandalism an issue along Wcker/Lower Wacker; St. Patrick’s Parade on 03/12
- CPD12: overall criminal activity remains elevated; arrests are also up; crime stats down for the month; Ukrainian demonstrations continue
- OEMC: special event season underway; new Latin music festival at Grant Park on Memorial Day weekend; monitoring Ukrainian demonstrations
- Special presentation summaries included:
- Special Events: multiple St. Pat’s parades on 03/12 and 03/13; Shamrock Shuffle run on 03/20; Major League Baseball season openers are delayed
- CPIC Intel Brief: no credible current threats to Chicago; See Something Say Something reminder for special events; reviewed 03/07 suspicious package incident at Ogilvie Station
- DHS/CISA: cyber threats escalated due to Ukraine conflict; promoted Shields Up portal at https://www.cisa.gov/shields-up
- OEMC: “Transportation Disruption Mitigation Plan” recently developed, with exercise last week; recent examples include “Freedom Convoy” on Canadian border and local pro-Ukrainian car caravan; full plan minimizes or mitigates impacts to critical transportation
- CPPTF subcommittees provided brief updates on topics including FIMS/CP3 database, credentialing, task force membership, etc.
- The next task force meeting will be on the morning of Thursday, April 14 and may be remote or hybrid
