Titan Security is proud to represent safety operations across a range of locations, sectors, and Clients at the most recent meeting of the Chicago Public-Private Task Force (CPPTF). As a part of larger cross-sector safety efforts across the region, the CPPTF meets monthly to discuss issues relevant to multiple agencies and businesses.
Public Sector Updates
- Chicago Police Department (CPD) 1st District: recent special events include the Abbott 5K, the Chicago Marathon, the Columbus Day Parade; criminal activity up overall year-to-date (YTD) in the district; street closures due to helicopter lift at Willis Tower on morning of 10/16
- Chicago Police Department (CPD) 12th District: criminal activity up YTD in the district, with some beats down YTD; bike team very active, and arrests up; special events are winding down with change of seasons
- Chicago Police Department (CPD) 18th District: criminal activity is up YTD in the district; vehicle thefts remain concern, with valet operations being targeted; joint exercise with CTA held on 10/12
- Chicago Police Department CPIC Fusion Center: monitored successful Marathon event with no major incidents; cyberattack on multiple aviation websites by Russian-affiliated hacker group, including Chicago Department of Aviation site; preparing for election day (11/08) physical and cyber security
- Office of Emergency Management and Communications (OEMC): emergency operations center (EOC) activated for Marathon; continues to lead city efforts on incoming buses of migrants/asylum seekers; planning underway for election day in November and NASCAR race in July
- Chicago Department of Public Health (CDPH): Cook County at ‘low’ COVID transmission rate; CDPH monitoring emerging outbreak of ebola in West Africa, screening in place at O’Hare
- Chicago Transit Authority (CTA): nothing significant to report
- Cook County Emergency Management Regional Security (CCDEMRS): nothing significant to report
- Department of Homeland Security (DHS): also provided support for Marathon efforts; multiple virtual training opportunities available, including active shooter and election security
- Federal Bureau of Investigation (FBI): supporting pending special events, including home openers for Blackhawks (10/21) and Bulls (10/22), and election day on 11/08
Other Updates
- New Arrivals to Chicago Update: OEMC is leading the city’s effort to intake and accommodate asylum seekers being bused to Chicago by politicians in Texas. More than 3,000 men, women, and children have arrived thus far, with little or no notice provided to local officials. CPPTF members were alerted to current needs, including temporary housing and winter clothing.
- All-Hazards Safety Conference at Willis Tower: The Chicago Fire Department and Willis Tower hosted a highrise safety seminar on 10/06 and 10/07. Cross-sector speakers, including several CPPTF members, addressed topics ranging from active shooters to fire to mental health.
- Active Shooter Webinar Details: DHS/CISA held another in a series of live, remote active shooter webinar presentations for the Federal Executive Board. Additional sessions are available via request through the DHS Region 5 office.
- Upcoming HEaT Active Shooter Seminar: The Chicago Hotel Entertainment and Tourism (HEaT) group will host an all-day active shooter seminar on 10/17 at the Chicago Hilton.
- Upcoming ChicagoFIRST Tabletop: ChicagoFIRST will hold its annual tabletop exercise on the morning of 10/25. Multiple sectors have been invited to participate in this scenario-based discussion.
- The next meeting of the CPPTF will take place via Microsoft Teams on the morning of 11/10.

In cooperation with our cross-sector safety partners, Titan Security is monitoring the events around the 2022 Chicago Marathon, set to be held on Sunday October 9. Streets throughout the downtown Chicago area will be closed beginning Monday October 3. Closures for the Chicago Marathon will conclude at 6:00 a.m. on Monday October 10. These closures will impact high traffic areas including Lake Shore Drive, Wacker Drive, Michigan Avenue and the area around Millennium Park and Grant Park.

City of Chicago officials and Bank of America Chicago Marathon organizers are reminding the public in advance of Marathon weekend that street closures in the Grant Park area will begin on Monday, October 3.
Traffic Impacts/Street Closures
With street closures prior to and during the race, those traveling throughout downtown, and the various neighborhoods should allow extra time, expect delays, or consider alternate routes–such as the expressway system–to avoid the impacts of the marathon on Sunday, October 9 along with the Abbott Chicago 5K on Saturday, October 8.

Public Transportation
As always, public transportation is encouraged if heading to the Marathon or other destinations in the impacted areas. For specific schedule information, visit Metra.com. The City has worked with licensed Transportation Network Providers (TNP rideshare services) to ensure that pick-up and drop-off locations are available throughout the city, in geo-fenced areas that are a safe distance off the route.
Emergency, Traffic and Weather Notifications
OEMC will continue to monitor the event in collaboration with public safety partners and the Chicago Police Department will enforce race day restrictions along the route as well as facilitate traffic. OEMC will issue any alerts and notifications needed to keep residents and attendees up to date on street closures, weather conditions and emergencies. In partnership with our cross-sector life-safety organizations, Titan Security is taking the following steps to support our clients and staff members in the wake of activity related to Mexican Independence Day on September 17, 2022 and the proceeding days until further guidance from the city is provided:
- Notifying our staff members of pending restricted access to areas in Chicago;
- Reviewing schedules and transportation requirements;
- Updating schedules and adding extra coverage where requested;
- Providing a letter of authorization to identify staff members as essential workers;
- Reinforcing lockdown and civil unrest safety procedures;
- Monitoring alerts from our public sector partners;
- Dispatching field supervisors in marked vehicles to respond to incidents and support our staff members; and
- Adding resources to our 24/7 Security Operations Center, which is active to take all calls at any time and can be reached at (312) 902-3400.
In addition, Titan’s Managers including Senior Leadership team members are active to support staff and clients.

Precautions to Take
The Office of Emergency Management and Communications (OEMC) reminds private sector firms to ensure their street-facing cameras are in good working order and recording is enabled.
The OEMC Operations Center will be monitoring accordingly. However, because situations develop and change rapidly, additional attention to monitoring news media and other sources for rapidly developing events and updates would be prudent.
Sign Up for Emergency Alert Program for Business
The City of Chicago Department of Business Affairs and Consumer Protection (BACP) and Office of Emergency Management and Communication (OEMC) has created an emergency alert program specifically for Chicago’s businesses. Local business owners and managers should text “CHIBIZ” to 67283 or visit www.chicago.gov/chibizalerts to opt-in to receive targeted emergency alerts for the business community via CHIBIZ Emergency Alerts. Businesses that opt-in will also be directed to submit a few business-specific details so that BACP and OEMC can send targeted alerts to specific areas of the city as needed.

From City of Chicago OEMC:
The City of Chicago is taking the appropriate measures to ensure the safety of all residents around Mexican Independence Day and all events citywide this weekend. We ask that everyone be cognizant of your neighbors and respectful of others while celebrating and realizing there are critical functions that exist for the well-being of all. Residents can expect increased traffic activity throughout the city. OEMC will continue to monitor all citywide events on a 24/7 basis and have measures in place if any activity begins to escalate. OEMC is working closely with the Chicago Police Department and our public safety partners to ensure safe celebrations and public gatherings.
The Chicago Office of Emergency Management and Communications (OEMC) advises residents and visitors to be aware of street closures, additional crowds and increased traffic in areas of events this weekend. As always, OEMC reminds everyone of the importance of always being aware of your surroundings and to report suspicious activity to on-site event security or by calling 9-1-1.
Citywide deployments for the weekend are planned in order to ensure the safety and security of the public. The OEMC will monitor events and weather conditions citywide from the Operations Center and coordinate public safety resources as needed. OEMC, Chicago Police Department and city departments collaborate to share communications regularly through daily coordination calls that allows for enhanced citywide coordination and activation of safety plans.
Motorists should be prepared for traffic impacts, delays and possible reroutes due to street closures or increased crowds. Traffic Control Aides (TCAs) will be on hand at select events citywide to direct traffic flow and impacts.
OEMC will continue to monitor all events throughout the city on a 24/7 basis and have measures in place if any activity begins to escalate. OEMC will continue to work closely with the Chicago Police Department and our public safety partners to ensure safe celebrations and public gatherings.

Riot Fest annual music festival takes place in Chicago’s Douglass Park, 1401 S Sacramento Drive. The main entrance is located at Ogden and Sacramento. Event boundaries include S. Albany Avenue, California Avenue, 19th Street and Ogden Avenue. Taxis, Limos, Ubers, Lyft and other ride shares will drop off and stage on the north side of the Ogden Dr. inner drive, westbound between California and Sacramento. Mexican Independence Day Activities
Expect increased traffic due to celebratory activities through September 18. There are no planned street closures at this time, other than permitted events, however traffic may be diverted to control traffic flow if needed. Mexican Independence Day is an annual event that takes place every September 16th, celebrating Mexico’s declaration of independence from Spain in 1810.
Annual Mexican Patriotic Parade
Sunday, September 18, Step Off: 1 p.m. (Assembly begins at 11 a.m.)
The parade route will head south along Commercial Avenue from 87th Street to 100th Street and disband at 101st Street
Pilsen Fest
Saturday, September 17 – Sunday, September 18, noon – 10 p.m.

Pilsen Fest aims to expose the Latino community to the deep pool of cultural talents that exist in the Pilsen neighborhood and the Chicago metropolitan area.

Acquisition expands Titan’s service footprint to 14 states
Chicago, IL, September 1, 2022 — Titan Security Group, LLC (“Titan”), a leading provider of security solutions headquartered in Chicago, IL, announced today that it has completed the acquisition of the security staffing operation of Prudential Security, Inc. (“Prudential”), a security solutions provider based in Taylor, Michigan. Titan is a portfolio company of Quad C Management, Inc.
